Rules
The event is governed by the rules as defined in The Racing Rules of Sailing.
The prescriptions of the RYA apply.
This Notice of Race amends RRS 44.1, 44.3, 61.1, 62 and Appendix A
Sailing Instructions
The sailing instructions will be available after 1200hr. on 29 April 2023 at the Club office.
Communication
The official notice board and results board are located at the Starter’s Box, first floor of the Clubhouse.
All boats are recommended to carry a VHF radio capable of communicating on Ch. 37.
On the water, the race committee may make courtesy broadcasts to competitors on VHF radio, Ch 37. Boats may monitor this channel for racing/ safety purposes but failure of the Race Officer to transmit or receive such information will not be grounds for redress. This amends RRS 62.
From the first warning signal for their Class, until the end of the last race of the day, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. If penalized under this rule the protest committee may consider a discretionary penalty.
Eligibility and Entry
The event is open to all boats of the RS Elite, Squib and Fairy Classes, which comply with their respective Class Rules.
The event is open to Fast Dinghies with PY rating 942 to 1145 (Includes RS400 & RS 200) and Slow Dinghies with PY rating of 1046 and above (Includes Laser Radial / Standard / 4.7 / Pico, Topper, RS Feva etc
All boats which are on the current boat lists held by the Club and who’s owners have paid all appropriate Club and Class fees are eligible to race, subject to 4.1 & 4.2 above.
Schedule
Dates of racing: Tuesdays, Thursdays and Saturdays from Saturday 29 April 2023 to Saturday 9 September 2023 inclusive. Starting times are as in the Sailing Instructions.
Equipment Inspection
Each boat shall produce a valid measurement certificate, if required.
Boats may be inspected by the race committee at any time.
Courses
The course(s) to be sailed are as defined on the RNIYC Course Card 2023 and the Sailing Instructions.
The marks that may be used are as follows:
East line outer limit - Orange spherical buoy marked E
East line inner limit - Small orange spherical buoy
West line outer limit - Orange spherical buoy marked W
West line inner limit - Small orange spherical buoy
Mark 1 - Spherical black buoy marked 1
Mark 2 - Spherical orange buoy marked 2
Mark 3 - Spherical black buoy marked 3
Mark 4 - Spherical orange buoy marked 4
Mark 5 - Spherical black buoy marked 5
Mark 6 - Spherical orange buoy marked 6
Penalty System
The Scoring Penalty, RRS 44.3, does not apply.
For the RS 400 and RS 200 class(es) RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
Scoring
The scoring system for individual races is as in RRS Appendix A. Classes may use different scoring systems to determine Class series prizewinners.
Protests
Protests shall be in accordance with RRS 61.1 except as amended below. RRS 61.1(2) is amended to add ‘; however, if the protesting boat is in the National Squib Class she must display a red flag;’
Protests must be lodged with the Race Officer or a member of the sailing committee before 2200 (evening races) or 1815 (Saturday races). Protest hearings will normally be held on the 1st and 3rd Wednesday of each month. Interested Club members may attend protest hearings as spectators only, subject to agreement of the parties and the committee chairman.
Risk Statement
RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes. Each venue jurisdiction may need a different or modified version of this risk statement.
Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2M per incident or the equivalent.
Prizes
Prizes will be given at the discretion of the relevant Class.
